Resident Deputy Technical Advisor
Location: Kabul, Afghanistan

Background:

Since 2003 Internews Afghanistan has built 28 community radio stations across Afghanistan, and is in the process of building and renovating 12 more. Internews seeks a Resident Deputy Technical Advisor with extensive skills in radio infrastructure development. The Resident Deputy Technical Advisor assists the Technical Advisor in providing training, professional advice and guidance in media infrastructure planning and installation, with expertise in provincial radio station establishment and technical repairs. In addition the RDTA will assist in management of Internews Information Technology infrastructure and IT technical staff training and mentoring.

The position will require extensive travel in Afghanistan. Internews has comprehensive security procedures for travel.

Essential Duties and Responsibilities:

  • Assists in all aspects of planning and implementation of new and upgraded radio station development in provinces of Afghanistan.
  • Assists in determining technical aspects of set up of new radio stations, including technical design, procurement and installation.
  • Assists in capacity building of national technical and IT staff
  • Provides advice on curriculum development in all areas technical.
  • Oversee production of technical handbook
  • Supports the technical development and maintenance of Salam Watandar National radio satellite service. 
  • Supports the RTA in implementation of professional IT infrastructure, management and policies.
  • Assists with review of local stations for equipment grant awards and liaison with donors.
  • Assist in reporting in compliance with donor guidelines.

Required Qualifications

All or many of the following will be highly regarded

  • A degree in Engineering or Information Technology or equivalent experience 
  • Previous experience in electronic communications systems installation and/or commissioning 
  • Previous experience in technical project management
  • Previous experience in project budget management
  • Previous experience developing and/or delivering technical training in a development context
  • Experience managing Information Technology systems and infrastructure
  • Experience working with community organisations
  • Experience living and working in a hostile environment an advantage
  • Ability to handle multi-faceted programs
  • Ability to adjust to shifting political circumstances and re-design technical and implementation activities accordingly.
  • Sensitivity to cross-cultural dynamics in the work place.
