Deputy Chief of Party - West Bank

Background:

Internews® Network is an international media development organization based in Arcata, CA and Washington, DC whose mission is to empower local media worldwide to give people the news and information they need, the ability to connect, and the means to make their voices heard.

General Function:

The Deputy Chief of Party will oversee the subgrant program through the Internews Office in Ramallah, West Bank, implement a monitoring and evaluation system for the project in the field, and oversees the admin staff in office and contacts and coordination with local subgrantees.   Additionally, the DCoP will work in conjunction with team members to ensure the project components are consistent with the overall project objectives.  Deputizes as CoP as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Maintains control on grants, contracts, and sub-agreements including but not limited to: writing/editing proposals/contracts; vetting compliance; equipment procurement and disbursement; evaluation of financial and programmatic reports.
  • Provides aid to partner stations and other intermediary organizations, on budgets, financial implications, and reporting requirements to ensure conformity.
  • Develops a monitoring and evaluation system to reflect comprehensive approach to work with the local media.
  • Identifies, visits, follows up, monitors, and evaluates funded production projects.
  • Coordinates with stations and staff to identify training and skill gaps; makes recommendations for follow up with the stations.
  • Ensures compliance to Internews and USG Rules and Regulations by all subgrantee organizations.
  • Implements the Monitoring and Evaluation component of the project, including the timely and accurately maintenance of the GIS system required by USAID.
  • Monitors spending against small grants projects and works closely with subgrantees to ensure accurate reporting.
  • Drafts press releases, website postings, and other PR materials regarding the small grants program as necessary.
  • Assists Chief of Party in preparing reports, staff evaluations press releases among other
  • Coordinates as necessary on overall program implementation in West Bank and Gaza
  • Works to support Internews mission and objectives in the WB and Middle East/North Africa region

 

QUALIFICATIONS:

  • Five to eight years direct experience in the media field (electronic or broadcast)
  • Working  experience in the Middle East region
  • At least three years experience  in working with USAID projects;  federal grants management and familiarity with U.S. government grant regulations
  • University graduate in media  or communication field
  • Demonstrated analytical abilities, and great communications skills
  • Knowledge of working environment in WB
  • Strong computer skills particularly with MS Excel, Word
  • Strong writing and editing skills
  • Good organizational skills and attention to detail.
  • Ability to meet tight deadlines.
  • Works effectively in stress related environments.
  • Good interpersonal skills for working with colleagues and local partners.
  • Arabic language skills highly desirable.
