Deputy Chief of Party
Location: Islamabad, Pakistan
GENERAL FUNCTION
The DCoP will work closely with the local Financial Manager and the Head of the Admin department in Pakistan. The DCoP will work closely with Internews Chief of Party and program staff to ensure that all programmatic objectives are completed in a timely and successful manner. The DCoP will have full operational management responsibilities. These include providing oversight of internal systems of Internews offices on procurement and travel; providing oversight of grantee reporting and monitoring systems and ensuring that all operations are in compliance with USAID Rules and Regulations.
SUMMARY
Ensure grants received by Internews Network to support media development in Pakistan are properly executed and reported. Responsibilities include oversight for performance of Internews operations in Pakistan.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work with project directors and department heads to ensure that Internews projects are completed properly and on time
- Monitor expenditures and finances of projects in Pakistan
- Work with national accounting staff to establish financial and management systems for subgrants. Work with Internews Network auditors for subgrants to ensure all reporting and monitoring requirements for subgrants are met
- Work with COP and USAID CTO and the EXO office to assess all local rules and regulations that apply to project and all grantees and establish necessary internal procedures and policies for compliance. This may include travel policies, VAT exemptions, human resources management, local payroll taxes, procurements, and use of non-US or NIS consultants. Train grantees as needed on the local requirement to ensure compliance
- Supervise accounting staff (except local Network Chief Accountant) to ensure all project funds are secure, accounted for, and that accounting activity undertaken conforms to local laws, and that appropriate taxes are paid.
- Oversee the administrative aspects of the project: maintain properly functioning office, and oversee projects such as leasing space, furniture, and equipment.
- Ensure that documentation such as visas for visiting consultants and expatriate staff members, contracts, insurance, travel clearance, etc., are completed.
- Oversee project procurement and local VAT exemptions to ensure that equipment is properly purchased, tracked, distributed, and inventoried.
- Liaise with Arcata administration and accounting teams
- Develop and track monthly schedules and strategies
- Serve as a resource for new activities and developments including budget and proposal preparations.
- Provide input and advice to local staff.
- Analyze project results and the implementation of successes/failures.
- Develop plans for improvement/expansion of activities, as assigned.
- Analyze company and project financials, as needed
- Represent Internews to USAID and other funders in Pakistan as needed
- Participate in new fundraising efforts to support regional projects
- Assist in writing and editing of PR materials and proposals for partner organizations.
- Additional assignments and initiatives as necessary
QUALIFICATIONS:
- Proficient on MS Office, including Access
- Federally funded grant writing and reporting experience
- Strong operational management experience
- Broadcast journalism education or experience
- Office management experience
- Some accounting experience
- Regional working experience
- Urdu language skills a plus
- Relevant university degree
