Chief of Party

GENERAL FUNCTION

Internews Network is seeking a Chief of Party candidate for a USAID-funded media support initiative with the general goal of further strengthening independent media in Pakistan. The Chief of Party will provide strategic guidance and leadership to Internews’ program; coordinate technical, legal and professional capacity building assistance to partners and beneficiaries; ensure proper oversight of Internews personnel, financial management and administration; and coordinate with other media stakeholders in the region to ensure that Internews leverages other resources, avoids duplication and compliments other media development initiatives.  The Chief of Party will be responsible for establishing strong partnership and dialogue with the appropriate donor representatives and Pakistani partners. The position also requires general supervision and coordination of the different projects and team leads of the Pakistan media initiatives, including those overseen directly by the Pakistan Projects Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provide leadership, management, representational and operational oversight for Internews Network’s program in the region
  • Provide operational and representational assistance to ensure that activities are meeting their goals and targets, recommending program adjustments when necessary to keep the project on track; the CoP must work closely with a deputy CoP and accountant to ensure that workplans, rollout and financial goals are being met in the opening and busy months of the launch period.
  • Coordinate and strengthen relationships with local partner organizations and ensure that implementation is responsive to partners and beneficiaries.
  • Track and report project progress and activities monthly against work plans.
  • Ensure a monitoring and evaluation plan is built and a baseline study undertaken, to enable effective implementation and to measure the impact of activities.
  • Maintain a thorough knowledge of independent media issues in the region (print, broadcast and new media), and a general understanding of the challenges and opportunities facing independent media across the region
  • Ensure the project is in compliance with all grant and cooperative agreement rules, requirements and regulations as well as with Internews internal policies and procedures.
  • Serve as the primary budget authority over the project, reporting to the Regional Manager, and responsible for ensuring all costs charged to the project are allowable, reasonable and correctly allocated. Coordinate closely with dept and projects heads in Islamabad and Peshawar, as well as the accounting unit.
  • Provide management and oversight of daily operations of the Internews’ program, ensuring that all dept and project heads are effectively producing and reporting as needed.
  • Accept fiduciary responsibility for all funds advanced for the purpose of the project as they arrive in Pakistan to be expended against the project.
  • Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  • Carry out management responsibilities including interviewing and hiring new in-country employees for the new projects; planning, assigning, and directing work; addressing complaints and resolving problems.
  • Ensure that regular internal meetings among all staff, no matter their location, are held in Islamabad and communicate regularly with and among national staff to ensure a smooth transition to new programs and strategy in Pakistan.

SUPERVISORY RESPONSIBILITIES

Manage and oversee all staff based in the country and carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include hiring employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.

QUALIFICATIONS:

  • Significant professional experience with broadcast, print or new media
  • Experience as a manager or trainer with professional capacity-building programs for journalists or media outlets
  • Previous senior-level management experience of USAID funded projects - including oversight of staff teams, finance and administration
  • Strong interpersonal and communication skills.
  • Experience managing in the Asian region is highly desired.
  • Urdu or Pashto language skills are highly desirable.
